Dibs On Stuff#6466

Dibs On Stuff lets you "call dibs" on various resources within your team.

For example, to claim the staging server for a while run:

/dibs on staging

And to let the team know that you're done with the staging server:

/dibs off staging

The next person in the queue will then get notified that it's their turn with the (eg) staging server.
